How an Engagement Works
Initial inquiry. Counsel provides the parties, jurisdiction, and general issues. Please do not send confidential case information at this stage.
Conflict review. Completed before any substantive discussion of the matter.
Engagement. Written engagement letter and retainer. Fee schedule available on request.
Review and analysis. Records, policies, testimony, and the applicable standards.
Findings. Discussed with counsel before any written report is prepared.
Report and testimony. Written report, deposition, and trial testimony as the matter requires.
Plaintiff and Defense Matters
Dale accepts engagements from plaintiff and defense counsel, subject to conflict review. Opinions are developed independently from the evidence, the applicable requirements, and relevant standards.
Jurisdictions and Experience by Setting
Operating and regulatory experience in Massachusetts, New Hampshire, Rhode Island, Pennsylvania, Maryland, Delaware, and the District of Columbia. Available for matters nationally. Dale’s I/DD experience includes executive responsibility for adult I/DD residences in Massachusetts (1987–1994) and, more recently, organizational, quality-assurance, and compliance reviews for I/DD providers across multiple states and Pennsylvania. His residential operating leadership since 1994 has been in behavioral health and substance use disorder services.
